I think that if I was shooting ANY rifle that dispensed the energy of a 338RUM I'd want it to be in a bolt action or double rifle anyway.



Recovering from the recoil of the first shot and getting back on target will take longer than the time to cycle the action so action speed isn't much of an issue.



Besides... I've NEVER seen anyone that worried about speed of the second shot that could shoot worth a damn anyway. Concentrate on that first shot and you won't need a second unless hunting big African game and then a bolt is still usually plenty fast enough.



If it's not (probably because you're hunting big nasties) get a double rifle... Not a lever action kid's toy.... Lever guns are for cowboys, and deer/hog hunters. They're not for cartridges that churn up the energy of a 338 RUM or game that needs that kind of cartridge...

You got all kinds of answers here. It has been my experience that both types of action can be cycled quite rapidly. In the rounds you mention, I would opt for the bolt gun any day.

If "faster" means "accurate round on target", I think you are just about even with the setup mentioned. More based on the shooter and his skills than intrinsic speed of action.
