Do a search of coyote attacks they are more common then you think.
Vancouver had a rash of them last year.

The number was staggering!
Looks like the parents/adults were to interested in there phones to watch the child. Kid could of been packed off by a stranger or washed out to sea they wouldnt of noticed.

Mus have had a stop watch with it because according to the story the attack lasted for 12 seconds.
