Cabelas (and surplus stores, I'm sure) sells great surplus wool pants for next to no $$$. I bought some Swedish pants for about $20 a pair. Very serviceable.

Another vote for Filson! I also have a couple pairs of the surplus Swedish wool pants and they are, if anything, too warm.
