Tikka 595 and 695's

Am looking for a 695 for a project in the US.

I have had a look on gunsinternational and gunsamerica, prices seem quite high compared to what you can buy a T3 for.

Anyone know the reason why ?

Am looking for a cheap 695, shot out barrel is fine, it's the action I am after.

Also, the only difference between the 595 and the 695 is the action size ?

With the 595 being the short action and the 695 being the long action ?

I have two 695's and I will never sell them. The wood is very nice, the finish is excellent and they are very accurate. Mine both have wood stocks, which I believe were standard for the 695. Does the T3 not have a synthetic stock?
