I ought to know this but
Can a pre 64 model 70 action ( 300 WM) be converted to 300 H&H?

Yes is the short answer and I guess the only one you asked for. The Pre-64 Model 70's were all the same length from .22 Hornet to .375 H & H but, They had filler plates for the magazines and different length ejectors, bolt stops, followers, etc. The long magnums (.300/.375 H & H) also had cutouts in the rear bridge to clear the longer cases. There is quite a bit of alteration required but, then again, the answer is still; YES!
