You will have to check each state ; does the state permit handgun hunting of big game? ,what calibers are permitted? how can a handgun be carried (concealed or not) ,legal tranportation thru states is another subject. NY is not the only state with crazy gun laws.

Utah allows handguns for deer and elk, just needs to meet requirements

As mete said, you will have to check with each state. Some do, some don't.

Alot (?) of states have special out-of-state hunter licenses, too.

Your friend will have to buy a Non resident license for the state in witch he would like to hunt. Call the state fish& game dept where you want hunt they will forward the forms necessary to register or go online must states allow online purchase now. If they allow handgun hunting as far as travel to the location-Flying or driving? I would drive- that way your in control of your firearms Unless you trust the Airlines- not me. If you drive put the firearm in a case unloaded in the trunk and you'll not have any trouble in any state. [Big Grin]
