If I understand right then you are looking into a modern replica of an aproved model?
There are lots of new production Colt takeoffs, I don't know how exact it will need to be. I believe that Uberti, Cimmaron Arms and Baretta are makeing some that might qualify. I don't know about the strength issue though.
And the request was for 1000 ft pounds of energy.
Maybe check the Hodgdon's site for 45 colt loads as they list the pressure along with it.

Lar45Oh ye nay sayers. It seems as though you haven't spent much time around the 45 colt.
As you can see from below that 1000 fps is easily obtained in a strong 45 colt revolver. Also 1000fpe is safely doable also.
