This is kinda broad brush reply, not knowing all the facts, but almost any cup and core 165 grain bullets moving around 2800 fps. would do for game up to elk size.

57grs Imr 4350/165gr Core Lokt bullet. If the rifle won't shoot that well, then sell the rifle. No amount of magic bullets or powder will make a shooter out of it.

Beeman's recipe is about the best one I know for a top performing load in in this caliber.

Many 30-06s have throats for the heavier bullets such as the 180 grain. To use the 165 grn or 150 grn bullets I would recommend a flat base bullet. This gives the full length of the bullet shank to retain the bullet when you seat the bullet long to reduce the jump to the rifling.

Application is everything. As some of the other posters have stated, we need to know the firearm and intended use to give you any info. For instance if you are shooting varmints, you might use 100-130 gr hollow points with a faster powder like 3031. For elk, something in the 180gr weight class with 4831 might be better. For targets maybe a 168gr with 4895.
Recommendations will also be different for a Rem 7600 vs a Win M70.
Please narrow it down.

With no parameters I'd suggest a near max load of IMR4350 behind a 180gr Nosler partition. Good for most anything.

about anythng from 4350 through 4831 and rl-19 and a 150-165-180 at the 2800 fps will do the job.
some will be abit more accurate.
if looking for one bullet go with the 165,and shoot for about 2800 fps velocity, with one of the above powders.
size/trim etc, the cases, and you'll get bout everything the rifle will give...

4350 behind 165gr bullets, or H4831 behind a 180gr bullet is a good place to start.

I reccomend trying some 4350 and 180 grainers. It is about all I use from my 06 anymore. If I want to use 165 grainers I go with the 308 or 300 savage.

53.5grs of IMR4064 with a 150gr Nosler Partition bullet useing a mag primer.
OR 60grs of win760 with same bullet and primer.

Either Win or Rem brass loaded with 59 grains of H4831 behind any 180 grain "cup & core" bullet (except for Win Power Point) and a Win WLRP primer. This load has shot very well up to amazingly well in the half dozen or so rifles I have tried it in.

I have a similar load that has worked in every 30-06 that I have tried it in: 57gr AA4350, 180gr CoreLoct. This gives about 2700fps and perfect performance on elk sized game all the way down to coyotes.

IME the recovered bullets are found under the hide and have mushroomed back to the groove.

I have great results using 56grs. RL-17 behind a 168gr. SMK or 165gr. SGK. Very accurate load with great velocity.
