8mm-06 VS 338-06
It seems all the reloading data I can find shows similar weights of bullet to be about 300'/sec slower in the 8mm-06 compared to the 338-06.....the diameters are different about .015 and that shouldn't account for this much difference one might think.

Is there some other reason the 8mm-06 appears to be so underloaded?.....is the 338-06 really that much better?

I would say the actions. Some of the old actions in 8mm were coverted/rechambered and the data is made for them.

That would be my thought as well.

That's got to be the answer because if you look up data for the 8 x 60 (in particular the Bombe loadings) they are right up there with and in some cases exceed 338-06 data.
