Smokeless gunpowder is not an explosive.

Though someone might try to construe smokeless powder as an explosive, I gleaned that the AFT estimated fewer than 10,000 people would be affected. If powder was included it would possibly apply to millions.

I was a licensed blaster for over 30 years. BATF storage rules for explosives were what the OP posted. Smokeless powder was specifically exempted from those stroage rules.
