Since you did not go into details, if your having a problem with the powder sticking to the hopper or measure, use a dryer sheet and run it down.
If in general, as you get a shock,it is not an issue unless you are loading Black Powder.
If you are,get an anti-static mat or ground yourself to a water pipe or other good earth ground.
There are many wrist bands that can be purchased just for this problem.

Or get a can of Static Guard. Spray a little on a paper towel, and rub over inside of the powder measure.

the dryer sheet works okay especially since they are designed to reduce static cling in your dryer.

running a decent coat of graphite in your powder measures will help keep it down and a little dryer sheet maint from time to time keeps it under control.

I make a funnel set made from an antistatic material. A bit more expensive than a dryer sheet but it's a fix rather than a bandaid!
