For a 24 inch barrel and 58000 PSI max pressure, RL-25 is very, very good according to QuickLoad.
120X/70.5 gr. / 3248 fps
130x/ 68.4 gr /3136 fps
140x/ 66.6 gr. /3032 fps.
If you ever try one of these loads, back off at least 5% (10% is safer) and work up. Let us know how it goes.

CCI magunum primers were used throughout, ambient air temperature from 80-95. I could have easily increase the RL 25 loads another 1-3 grains as there was no sign of pressure with my loads. RL 25 gave higher velocity than RL 22, especially with heavier bullets, and with no pressure signs.

I know that you have asked about the use of Reloder 25 and the 264 Winchester cartridge.
As some additional information, I would like to suggest that you consider Hodgdon H-870 for your 140 grain bullet usage. Using Winchester cases, Federal 215 or 215M primers, a 140 grain bullet, and H-870 I have achieved muzzle velocities of 3,207 fps from an original Winchester Model 70 Westerner, with a 26 inch barrel. The group size was 0.64 inches.
