LeopardtrackPowder I don't need
I have two pounds of RL-25 and three pounds of IMR4350 that I don't need and I would like to sell.
Can I ship powder to a private citizen?
I am in the Metro NYC area and I doubt that I can find a shooter nearby for a face to face.
Suggestions?

The box must be marked ORMD and you can download that label or get it at a UPS facility.
It then ships ground, same as ammunition.

Where did you get your info? I don't know the answer to the OP's post. Is there a difference between between private party and commercial ORMD/HazMat shipping regs?

MrNickI have shipped ammunition in the past through UPS. They just put and ORMS D label on it and charged regular price. Smokeless powder is considered a flammable not an explosive. On the other hand I received 8# of bulleye ordered from midway and drop shipped from the manufacturer and they charged me a haz mat fee?

Texas KillartistI tried to help a fellow AR member w/ a powder need. My UPS guy told me brown will now only ship powder from 'qualified' shippers, not some Joe blow like me. He knows me, but said he could not do it.

No, I'm not saying anything. I'm wondering what the actual rules/regs are. ORMD means "other regulated materials, for domestic transport only." I believe the Feds (DOT) make the rules. Ammo is ORMD able, primers are not. I don't think powder can go ORMD, legally, that is.
I have no doubt there is a book's worth of ORMD info in the Google world.
