I am getting into serious reloading and was wondering if anybody had an opinion on the Harrell powder dispencer or would the redding poder scale be better

No matter what measure you use you need a scale to set it up. Get the scales, and worry about a measure later.

I have a Harrell Measure that I've beeen using for about 5 years. It is a very well made measure. I wouldn't trade it for any other measure. I can't compare it a Redding as I've never used one.
My Harrell is repeatable and accurate. With all measures, your technique must be consistent for each throw to get consistent charges.
