can i use a .221 die to size and seat .223 brass?

how about the other way around?

You can use the 221 die to neck size the 223, but you have to be very carefull as the shoulder diam of the 221 is about .009 larger, and if you bump the shoulder too hard on the 223 you will enlarge the shoulder and it won't chamber. The 221 has a longer neck, larger shoulder dia., and shorter OAL so the revesre will not work.

I will answer a part of your question.
The bullet seaters go by bore diamters. You can use the same seater for many different rounds. For instance, I have one seater that came in a 220 Swift set that I use for 22-250 and 223. Just becasue it makes economic sense for me to only have to go get a FL die and maybe a NS die for each new cartridge.

Seems like a waste of time just to save very few bucks...I would rather have a set of dies for each of my rifles...
