Wondering if it possible to make a set of dies (9 x 64) with a finish reamer from a amother set of dies similar in size? If so what would be the best process?

Cut the die with your finish reamer ("headspace" just short of contact with your shell holder) and than have the ID hard chromed with a .002 thick layer.
