I looked for the 4.6x33 H&K and the 5.7x28FN
Is the 4.6x33 H&K really 0.177? Same as air rifles or is it a 0.172 17 caliber?

Original H&K design called for a .177" bullet.

If you use the conversion factor of 0.0393683274021352313167259786476868, you will see that it works out to be 4.496mm.

This was really a developmental round and never reached any production.
