What is the maximum case length without the bullet for the 6.5-284?

This depends on your chamber. But, as a guide, use the parent case's length.

I got the Hornady brass from the factory at 2.159". I didn't size them and loaded 30 for barrel break-in. The barnes book shows a max length at 2.170" and I usually trim my other cases to .01 under the recommended max length to allow for stretching.
