The Safe Explosives Act
I read a side bar, in the April 14, 2003 issue of Forbes, about something called the Safe Explosives Act, which the article states it was signed into law on November 25, 2002. The article seems to say that after May 24 of this year we will need a permit to buy smokeless powder and black powder and black powder substitutes. To get the permit we will need a background check, including being fingerprinted and photographed. This permit would also be need by anyone who sells or transports these items.

What the article is unclear about is exactly what things will require a permit to buy, sell or transport. I don't know if it is just explosives, like the title claims, or also flammable solids. Does anyone know anything about this?

Short answer -- NO, it does not apply to smokeless, or to black powder less than 50 lbs. for sporting/recreational/cultural/historical purposes.

It was covered here and NRA did an alert back when it went into effect -- search either site and you'll find more.

John is correct. The BATF&E website states the same thing. No need to go underground just yet!
