Is it the small enclosure that makes it illegal?

Different states have different laws. We have (or had) a lobbying group here trying to ensure that animal cruelty laws were not broadened to make hunting with dogs illegal. I am not condoning what was done in the story you linked.

The best manner to teach the dogs is with caged pumas and hogs ,with this you are protecting the dog teaching him how to figth ,most of the people of this emasculated organizations dont understad this .Juan
