The USFWS is determining importability on a case by case basis.
Some companies do a good job with habitat, anti poaching, etc. and USFWS finds no issues and allows import. Others, they may not.
While a good importing agent can help, if the underlying documentation isn’t there and it’s a poor concession owner, your out of luck.
Unfortunately you won’t know where you stand with USFWS until well after the fact.

Actually, if you look at the CITES permit paperwork it has the documentation required from the outfitter. So, if one does due diligence prior to the hunt and select the outfitter accordingly then getting approval should not be an issue. I knew with CMS I would not have an issue getting permits.
