Had a discussion with someone at CITES a while back.

He was a very understanding person, and his biggest complaint was countries that do not follow CITES rules, despite the fact they are members.

He said countries that issue CITES export permits for quota they have been given, should not be second guessed by others like the US and stop issuing import permits.
