Is there any way to obtain a quality lion hunt with a good chance of success for under $20,000?

Definitely Yes .
Fairly cheap Lion hunting is easy to find in Burkina Faso.
A quality hunting is a certainty. Only tracking down. No baiting, no calling, no shooting from the car or in the vicinity of waterholes. One is hunting with one’s feet and trackers’s lynx eyes.
Quality of lion? Most of the time we find maneless lions. Only full grown mature males are shootable.

butchlocjumbo moore has lion permits in mozembique this year in a new area for 18 days @$1100 I think the trophy fee is about 4000. Thats about as cheap as I know of.

The highest pricings I have been finding are 16 000 euros, a bit over 20 000$.
Anyhow I’ll ask my friend Touffic (link in my former post), I think he is less expensive and I can garantee you’ll get your lion with him. This year zcechs found their lion the very first morning, a big one with a nice mane. It was this easy they only videotape Frank dry shooting the lion 5 times at 40m with a nice Blaser double 500NE. It was too easy, to much luck, Franck was not ready to shoot such a magnificent game.
