I have heard on AR that you can not import into the U.S. but didn't know whether Canada had the same restrictions.

The US will not allow elephant in until moz deals with the PAC problem. Canada accepts the CITES quotas.

"PAC"is a dirty word in both countries.

By the letter of the law- not that law ever means too much in Africa - in Zim, it is up to the land owner to deal with "PAC"as they see fit.

In tribal areas this means the tribal council- except that when they abuse this parks threaten to withdraw their "ownership"of the wildlife and bully them back into line.

In moz, only a Citizen or perminent resident should be called upon to shoot a PAC elephant...But the Provincial Govenor has considerable power to let a visiting hunter deal with the problem if he is the best qualified person do do so. You can argue the fine points arround the law, and in both coutries you cannot pre sell a PAC hunt.

How do you know when a problem will occur? And cannot the elephant be dealt with by peppering it's backside with a shotgun rather than shooting it? (or whatever is the approved method of chasing elephant).

The reality is I know that between 14-16 April the council will decree that every elephant in their district is a problem - they need meat for independence celebrations...

In ZIMBABWE they are not officially "PAC" - they are NON-TROPHY or RATION HUNT elephants and on parks TR2 forms and where Council is paid. "PAC" is illegal and usualy slang still used by the guys in (and out of) Zim to describe these hunts. Unless this changed since last time we had the conversation...

If Zim Parks find that you have sold A PAC hunt there is trouble. If Moz new director of Conservation areas find you have sold a PAC hunt you are in trouble.

A non tropy elephant that the tribal council is paid for... that is a ifferent story - which is why, even when the council wants an elephant shot for independence day rations you still have to pay for it! If it is not paid for then it is PAC and parks have to shoot the animal.
