Following on from an advertisement I saw yesterday, where a Zimbabwe PH was marketing PAC elephant hunts in the Lowveld along the Mozambique border, ('$8,800 including daily rate for 7 days, 2 elephants in February, 2 in March') that under Zimbabwe law, it is illegal to offer PAC hunts as commercial safaris.

But PAC I thought were different.
In a sense that an animal is creating problems for the locals, and it needs to be eliminated.

I hope someone will explain it to us.
PAC hunts have always been a problem, in several countries.
And I know for a fact that many people know this is illegal- in fact, I went as far as to have a private conversation with someone who wanted to go on one of these hunts.
He basically said he could not care about the legality, he just wanted to hunt a PAC animal!!

ijlThe issue really is one of the PH charging for a PAC hunt. In response to the above, National Parks issued the following press release today:
"This serves to inform members of the public that Problem Animal Control (PAC) is a reaction by National Parks, Rural District Councils, or any other appropriate authority to mitigate human and wildlife conflict. Please take note that a Professional Hunter may be engaged to assist and this can only be done for free or on a cost recovery basis. It is therefore unethical for any such hunts to be conducted with clients, foreign or local, paying or non-paying. Please be wary of corrupt persons who engage clients on such expeditions.
May all Professional Hunters take note and desist from engaging in unscrupulous and corrupt means of making money by duping unsuspecting clients in organised poaching which are portrayed as legal hunts.
NB - Reference an article on social media by Evance Makanza intending to conduct PAC hunts in February and March, take note that his licence, number 427 was withdrawn by National Parks and he was suspended from conducting legal hunts."

Before we call that operator out and if it is the post under hunt reports then I read it as this.
It is an operator who is prepared to harvest this particular elephant bull and take it off his trophy quota which is legal.
No issues there. Infact to be honest if it comes off his trophy quota and an old small bull is harvested rather then a big trophy and the client is happy as he payed less for it then a regular trophy ele bull is that a bad thing?
We sell NON TROPHY ELE BULLS- however they come off our trophy quota ( we have been forced to do this with the ban as we cannot sell all our trophies now). We target broken or inferior bulls. If they have been causing a nuisance of themselves in the fields all the better.
Bottom line IF a client shoots a PAC it has to come off the trophy quota or it is not legal.

larryshoresIf I remember correctly, this "gentleman" has been noted to repeatedly have problems. I believe he gave Cal Pappas a royal screwing if my memory serves me correctly.

And if I had not asked, it would not have been clarified.
The post raised several questions, which I am glad to see have been answered by well known, and trusted, professional hunters in Zimbabwe.
Any mention of a problem animal, hunted by a foreign client, raises questions.
Especially as taking the announcement from the game department.
