I believe farm hunting and high fence are synomous terms.

In Zambia there are both (unfenced and fenced) game/farm ranches.

The issue was discussed and is being continually discussed between the ranch owners association with the body controlling hunting in Zambia called ZAWA ... The most recent edict issued by ZAWA is as follows:

All unfenced ranches are hereby advised that in order to be recognized as a game ranch and to be able to operate as such a fence approved by ZAWA needs to be erected and signed off by ZAWA – game inside the fenced area will need to be counted by ZAWA and paid for according to the Statutory instrument fee applicable to the category of residential status.
