It would be straight forward to monitor it.
Firstly establish a law to report all Ivory traded each year.
Then make it mandatory that socks should be declared and purchases should be recorded.
With that basic information the tax department and the customs department can monitor all legal traders.
Anyone else goes to jail.
But the Chinese officials themselves are among the largest consumers of illegal ivory products - a huge cultural status symbol from the imperial days of ancient China.

SaeedWith so much money involved, they are not going to stop it without drastic action.
And by that I mean stop it at the root.

Traxof the following two , What do we think will happen first:
- ivory poaching will stop
or/
- widespread poverty in places like Africa and India will cease to be?
