A "reward" provision to get people to turn you in. Hmmmmm………..I already possess some of these iconic animals and if you happen to be walking by the front of my house at look in then it is possible to catch a glimpse of some of them. I have had them for awhile but I didn't keep any of my Cites/shipping/permit paperwork so I wouldn't be able to prove when they were imported (at least not easily) so I guess I should do some rearranging before I get turned into a test case!

The law banning importation of mountain lions into California was different from the African ban. The principle difference being that the African ban involves the state getting involved in an area of law that is already fully occupied by the federal government. It is also more likely to be challenged more aggressively in court and to a greater extent than the mountain lion ban was. The new law also puts the burden of proof of legal possession on the shoulders of those accused, a concept totally foreign in American jurisprudence. For many years, a handful of Southern California cities banned the sale of certain small handguns. In 2016, there were several severely anti-gun laws passed by both the legislature and referendum. Those cities had to withdraw their handgun bans since the state now fully occupied that field. Preemption is a strong legal argument.
