Anyone know the difference between these two extractors? Would these have been machined and made by Williams? Or are these cast?

Ad says made by Winchester in New Haven plant; so they are investment cast, OEM parts. Unless the ad is wrong.
I would call them and ask that question.

The only difference I can see is the top one has (04) in the description. The other does not. Whatever that designates.

And why does it matter if they work.

They told me the “04” designation means that it was for models built in 2004 and later. From what I’ve gathered online, that may be about the timeframe that Williams started making extractors for Winchester. I might buy both and compare them and just return the one I don’t need.

I think your wasting your time as one is as good as the other for all practical purposed..I have never had an extractor problem in my old keeper rifles, mostly mod 70 and Mauser, but even the others have never failed..Id just wait until I needed one if ever...
