Yes they are on TOPS. I am not sure about how many permits are available in the Province but I get 2 permits in my hunting area.

I have never seen a brown hyena in any of the places that I have hunted in Africa. That is such a cool looking varmint and I would rather hunt it than a buffalo. The sucker looks like it comes out of a horror film!

Brown Hyena, just like the Spotted Hyena are very cool animals.
If not targeted you might never see one ever.
Although sighting of Brown Hyena in the day time has been recorded, you have a better chance at winning the lottery than seeing one in the day time.
