What should I expect to pay for a used XP-100 or XP-100R reciever and bolt?

Depends on the caliber and condition. Cheapest one I bought was 300. and it was in great condition but it was a donor for a future build. The most I have ever paid was for a mint .35 Remington 3 months ago and it was 725.

I think both BAT and maybe Stiller make a XP-100 clone action for under $1000.

Might as well go that route if your going to spend $700 on an XP100 doner, and $300 to get it tuned up.

Check Gunbroker and Guns America, and your question will be answered. I bought one on Gunbroker a couple years ago in .221FB w/ the original scope and case for $550. It shoots like a champ.
