I've had 3 bolt action 280 Rem rifles. A Ruger 77, a custom 03 Springfield and a re-barreled Tikka M65. All 3 of them like 59 grs of IMR 4831 and a 139 gr Hornady Spire pt sparked by CCI 250's.. This is a max load and several grs over book max. Most manuals keep the 280 loads pretty mild due to the pump action and semi autos out there. If I need more penetration I switch to the 139 gr GMX bullet...same load. Accurate and fast this load gives up very little to a 7mm mag and it does it in a much lighter rifle.
