Hell, our nations capital is one of the most violent cities in the country...bar none...
I am sure that its population being about 95% black doesn't have a darn thing to do with it...  But our politicians can't even control their own back yard here... what are they going to do with the rest of the nations city, but IGNORE IT like they have always done... poverty and violent neighborhoods are a democratic party base and continually votes for democrats... many parts of the country that folks are self sufficient and dont need welfare hand outs tend to vote republican... so to do something about the social problems in this country would actually be undermining the Dumocratic Party's voter base.... believe me, they are not going to touch it.. all they are going to do is subtly promote it..
