So it could possibly be safe in a Ruger #1 or Siamese Mauser Bolt-Action, but definatly not in a 1895 Lever Action? I hope that guy doesn't hurt himself shootin' that load...

If the powder is H4198 it is highly likely to be safe for the Ruger #1 and #3, and the Siamese Mauser in 45-70. It could possibly be safe for the Marlin 1895 45-70.
